Developer proposes 73-unit apartment complex with retail on Whitney Avenue in Hamden. Right now, all that is at 3139 Whitney Ave. across from St. Mary’s Cemetery is an old three-story house. But the house, on property in the heart of Mount Carmel that had previously been rumored to be eyed for a potential student housing development, will be demolished under a proposed mixed-use development filed under the state’s Affordable Housing statutes.
